Next Steps
To move forward the next steps beyond this report will be to: Produce a more detailed and visionary Regeneration Framework that will create an impression of what the Borough will look like beyond 2020. This will be achieved by considering the following:
- Swale's Stakeholders core values, beliefs and headline policies
- The position of current and proposed strategies that influence Swale, along with a timeline for drafting/review
- The list of priority projects required along with timelines for eveloping full project plans
- An audit of funding streams to deliver projects
- A strategy and timeline for developing programmes and drafting funding bids
Management
To co-ordinate delivery of the Swale Forward projects, a Swale Forward Delivery Team has been established. The Delivery Team is based in Sittingbourne and Kent County Council acts as the accountable body for the Delivery Team.The Delivery Team is responsible for:
- Ensuring that all projects are progressed efficiently
- Ensuring that the Programme's output targets are met
- Developing strong links between the Programme and regeneration activity taking place elsewhere in Swale, and in the wider Thames Gateway
- Establishing effective exit strategies for the Programme, to ensure that they are successful in the long term
- Publicising the Programme, to ensure that stakeholders and the wider public are aware of activity taking place
- Maintaining a strong awareness of opportunities and issues in Swale, so that the Programme can respond effectively to changing circumstances
- Directly managing some projects, where it is appropriate to do so
Partnership
The Board is chaired by Cllr Andrew Bowles, the Leader of Swale Borough Council
The Swale Forward Programme is directed by a broad partnership, made up of a number of stakeholders. The partnership is unincorporated, which means that it is a voluntary association of organisations, and cannot, in itself, borrow money, employ staff, purchase or retain land, or carry out similar activities which may be expected of a limited company or public sector corporation.
This means that for each project, there is an 'accountable body' which has legal responsibility for project delivery.The partner organisations are all represented on the Swale Forward Board, which meets regularly.
The Swale Forward partnership is made up of the following organisations:
- Swale Borough Council
- Kent County Council
- South East England Development Agency
- Swale Volunteering & Community Development Centre
- Government Office for the South East
- Office of the Deputy Prime Minister
- Swale Local Strategic Partnership
- Swale Private Sector Liaison Group
Implementation Board
With an overall programme budget of £26 million, it is important that there are robust systems in place to manage and monitor the projects. It is also important that effective links are made between the projects for which the Programme has funding are effectively linked with other regeneration activities taking place in Swale, to ensure that all initiatives can add value to each other.
